These ideas are debated in an interactive, science fiction inspired format, inviting live audience participation.
Key themes include peer review, knowledge translation, identity sovereignty, science diplomacy, and ethical AI design. Attendees will gain practical insight into balancing automation with human judgment, accountability, and the enduring values of scholarly communication.
The 5% to 30% Scenario: How China’s Journal Policies Could Reshape Global Publishing

China’s evolving journal policies are poised to reshape global research communication. In 2023, Chinese scholars authored about 728,700 SCI-indexed papers, yet fewer than 5% appeared in SCI journals published within China. Phase II of the Journal Excellence Action Plan and related initiatives are designed to expand the appeal and throughput of China-based journals. If output shifts domestically, the share could rise toward 30%, fundamentally changing submission flows, editorial workloads, and partnership models.
Are Western publishers ready for the implications if a larger fraction of that volume stays in Chinese journals? What are the downstream effects if policies, white lists, and early-warning systems shift submission behavior?
This session focuses on practical, cross-border strategies: aligning integrity standards, co-developing editorial capacity, and forming data-driven partnerships with leading Chinese societies. Participants will leave with concrete approaches to balance vigilance with opportunity in a rapidly changing ecosystem.
